Does not make sense to have money collected from States, sent to Federal Govt, run through the Fed bureaucracy, then sent back to States for projects. Reduce Fed government tax rate (by 10% or so), increase State tax by half that amount. 5% savings to people and increase revenue to States that should take responsibility for things the federal government has wrongly assumed. (i.e Education)
