Section 1: Eligibility for Legal Status
- Tax Compliance: Any individual who has resided continuously in the United States for a period of (10?)years and can provide verifiable documentation of consistent federal income tax payments during that time shall be eligible to apply for legal permanent resident status.
- Background Check: Applicants must undergo a thorough background check to ensure they have no criminal history that would disqualify them from legal status.
Section 2: Application Process - Application Fee: A reasonable application fee will be established to cover administrative costs.
- Documentation Requirements: Applicants must provide:
- Proof of continuous residency for years (e.g., rental agreements, utility bills, etc.)
- Verifiable documentation of federal income tax payments for the same period
- Results of the background check
- Processing Time: The government agency responsible for processing applications will establish a reasonable timeframe for reviewing and approving or denying applications.
- Character references
Section 3: Pathway to Citizenship - Eligibility: Individuals who obtain legal permanent resident status under this Act will be eligible to apply for naturalization as US citizens after meeting the standard residency requirements.
- English Language and Civics Test: Applicants must demonstrate proficiency in English and knowledge of US history and government to meet naturalization requirements. (must be at 6th grade reading level or lower since half of Americans are on that level)
- Will be granted provisional citizenship and taxed at higher rate(10%?) than US citizens for a 5 year period.
- Must be gainfully and continously employed
