Operation Family First : Federal Adoption Assistance and Support Act of 2025
Section 1: Short Title
This Act may be cited as the “Federal Adoption Assistance and Support Act of 2024.”
Section 2: Purpose
The purpose of this Act is to redirect federal funding from Planned Parenthood to a comprehensive federal adoption assistance program that provides healthcare and support services to pregnant individuals who choose adoption. The program will ensure that birth parents receive the healthcare and resources they need throughout their pregnancy and post-birth, while also offering financial incentives and support to adoptive families. This Act will aim to promote adoption as a positive and accessible choice, ensuring that both birth parents and adoptive parents receive assistance in creating loving, stable families.
Section 3: Reallocation of Funds
(a) Effective immediately upon passage of this Act, all federal funds previously allocated to Planned Parenthood for abortion-related services shall be redirected to a new program under the Department of Health and Human Services (HHS) titled the “Federal Adoption Assistance and Healthcare Program.”
(b) The reallocated funds shall be used for the following purposes:
• Providing comprehensive healthcare coverage for pregnant individuals who choose adoption over abortion, including prenatal care, labor and delivery services, and postnatal care.
• Funding services for adoption placement, including counseling, legal assistance, and adoption agency support.
• Offering financial support to birth parents during the pregnancy, including but not limited to housing, transportation, and nutritional assistance.
• Ensuring access to mental health counseling for both birth parents and adoptive families throughout the adoption process.
Section 4: Healthcare Coverage
(a) The Federal Adoption Assistance and Healthcare Program will ensure that pregnant individuals who decide to place their child for adoption have access to free, comprehensive healthcare coverage. This coverage shall include:
• Prenatal care, including doctor visits, ultrasounds, and necessary tests.
• Labor and delivery expenses, including hospital fees and medical costs.
• Postnatal care, including follow-up appointments and postpartum healthcare services.
(b) Healthcare coverage for the baby shall be provided from birth, including:
• Immediate newborn care, pediatric services, vaccinations, and any necessary medical treatments.
• Ongoing pediatric care through the first year of life.
Section 5: Adoption Support Services
(a) The Federal Adoption Assistance and Healthcare Program will offer free support services for birth parents and adoptive families, including:
• Access to licensed adoption agencies and caseworkers to help facilitate the adoption process.
• Counseling services for both birth parents and adoptive families, ensuring emotional and mental health support throughout the adoption journey.
• Legal assistance to navigate the legal requirements of adoption, ensuring that the rights of both birth parents and adoptive parents are protected.
• Educational resources to guide both birth parents and adoptive families through the adoption process.
(b) The program will also provide temporary housing and living assistance for birth parents who need it during the course of their pregnancy and recovery period.
Section 6: Tax Credits for Birth Parents and Adoptive Families
(a) Tax Credit for Birth Parents:
• Birth and adoptive parents who choose adoption over abortion shall be eligible for a tax credit of $5,000, paid out in the year the adoption is finalized.
• The tax credit is designed to help cover the costs associated with prenatal and postnatal care, as well as the financial impact of placing the child for adoption.
Section 7: Establishment of Federal Adoption Assistance Agency
(a) A new federal agency, the “Federal Adoption Assistance Agency” (FAAA), shall be established within the Department of Health and Human Services (HHS). This agency shall:
• Administer the Federal Adoption Assistance and Healthcare Program.
• Provide oversight and ensure that funds are distributed in accordance with the goals of the program.
• Ensure compliance with all federal laws governing adoption and healthcare.
• Work with existing adoption agencies, healthcare providers, and social services organizations to ensure a seamless process for all involved parties.
(b) The FAAA shall create a user-friendly portal for pregnant individuals, birth parents, and adoptive families to access information, resources, and financial support.
Section 8: Program Evaluation and Reporting
(a) The Federal Adoption Assistance and Healthcare Program shall be subject to a program evaluation conducted every three years by the Department of Health and Human Services (HHS) to assess its effectiveness and make necessary improvements.
(b) An annual report on the program’s success, including statistics on adoption placements, healthcare coverage, and outcomes for birth parents and adoptive families, shall be submitted to Congress and made available to the public.
Section 9: Authorization of Appropriations
(a) There are authorized to be appropriated such sums as may be necessary to carry out the provisions of this Act.
Section 10: Severability
If any provision of this Act or its application to any person or circumstance is held to be invalid, the remainder of the Act and the application of such provision to other persons or circumstances shall not be affected.
Section 11: Effective Date
This Act shall take effect upon passage.
