One Issue, One Page Bills

No more thousand-page congressional bills rushed to a vote with less than 48 hours’ notice. To ensure transparency and accountability, all proposed bills must address only a single issue and be limited to one page. Each bill must be submitted for public review at least one week before Congress votes on it. If the bill cannot be easily understood by the average U.S. citizen, it will be rejected and sent back for revision.

I would say three or four pages. Some things important could be shot down for not enough detail to understand their importance.
Start with an electronic boiler template that is filled in and had a limit to the number of pages. Font, font size, format and layout predetermined. Easy peesy.
