I propose that there be incentives for schools to locally source foods for school lunches to promote healthier meals for the students, as well as supporting local businesses and farms.
Contracting with farmers for dairy, meats, fruits, vegetables and grains and/or local bakeries for baked goods, as well as other local businesses if necessary.
Avoiding chemicals, frozen and processed foods while promoting well balanced, homemade, real foods.

This is a wonderful idea considering all the schools in our district in California get shipped in meals. My kids tell me about food in plastic baggies that are heated in the plastic.
In the 80s-00s, my grandmother was a cafeteria manager, she would be at the school hours before the students to MAKE the food. They then fired her to transition to shipped in meals. They cut the cost of labor by cutting the quality of the food.
