Incentivize people to improve their measurable, objective biomarkers

There has been some talk of providing financial incentives for people to take better care of their own health (ie stop smoking, stop drinking, lose weight etc). Of course weight is measurable, but lifestyle choices like smoking and drinking rely upon the history given by the patient. It would be preferable to measure objective biomarkers such as HgA1C, hs-CRP, ApoB:ApoA1 ratio, HDL and LDL cholesterol, triglycerides, and others as they become validated by science, and provide financial incentives for milestone progress. These incentives could come in the form of ordinary income tax deductions or credits, federally-mandated discounts off private health insurance policy premiums or copays, or enhanced benefits provided through Medicare/Medicaid for those on these insurance programs, benefits which otherwise are not included.
