Each US citizen is given 1 ‘immigrant coupon’ every 10 or so years. They can give it to a friend or family member they would like to allow into the country. They can sell it to a top bidder. The immigrant would still need to pass a background check. This would result in immigration policy being in the hands of the citizens of this country. Citizens would pick who is allowed to become new citizens. The government could determine the rate of immigration by adjusting how often the citizens get a new coupon.
