Make police get professional malpractice/errors insurance. The insurance industry would then monitor the police behavior. Got a drunk driving or domestic violence? Red flags would then price them out of the profession. It would also curb the behavior of people wanting to join the force if they know their conduct will be under scrutiny.
The police unions will scream but its an idea.
