Mandate low beams to be halogen with a max brightness and warm color range.
Require testing for compliance and fine after 2 years non compliance. Could be done at time of inspection or emission.
Additional tax on LEDs could be implemented to fund policy. Tax could be a percentage based on LED brightness.
This would be easy to implement and still would allow for high beams to be bright when no one else is on the road.
