Some sort of restriction on LED headlights on the road. They’re blinding and should be considered a safety risk, especially in well lit city areas where it’s not needed.
it is as simple as DOT/Highway Police doing their job and enforcing the light rules and regulations — plenty of the headlights blinding us on highways are simply not-road-approved; another lot - off the adjustments… but no one lately seems to care, except for blinded oncoming-traffic motorists

The problem with LED headlights is that they are incompatible with dark adapted human eyesight – particularly for older drivers – they are too bright, too blue, too ‘concentrated’ and blinding over too long a distance.
The citation I offer here is from the UK, but I believe it speaks in broad terms to the same safety problem we have here in the US.

Properly adjusted LED lights are the best, if not the safest, lighting option.
Problems are: retrofit (with cheap in every regard Chinese knock-offs), including those done on “to stand out” -purpose; and mis-adjustment (after an accident or “a repair” done by someone who has no idea what it is and what it is for or simply doesn’t care).
They are actually LESS of a problem in the CITY. They are a HUGE problem in the countryside with no street lights. I know. I live at the end of a rural road with a fair amount of traffic, and must endure them going up and down hills for about seven miles. Here is a major effort to ban these lights: www.softlights.org
Well I certainly wouldn’t say they’re less of a problem in the city but I definitely see your point. It makes sense having bright lights for such dark roads, they should at the very least be angled reasonably though.
The additional lights in the city close your pupil somewhat, which helps protect your eyes. It also means that things are visible on the road and around it in spite of the LED headlights. In the country, LED headlights keep the oncoming driver from seeing ANYTHING but the lights. That’s why LED headlights are much more dangerous in the country. The extra brightness is not needed, and may be an illusion. Halogen bulbs are perfectly adequate. If someone cannot see well enough with halogen bulbs, they probably shouldn’t be driving at night anyway. (Halogen bulbs should NEVER be used inside a building. My friend’s house burned to the ground because one exploded next to her drapes, and I believe that a restaurant also burned, after I warned them: it burned, and I suspect the halogen bulb next to the tapestry did it.) There is one exception to the above, and that is if the headlights are misaimed. My low beam headlights illuminate maybe 20’ in front of me, which is not enough. But with high beams, I have absolutely no problem seeing to drive at night, except with an oncoming LED headlighted car.
