Overview

In celebration of the United States’ 250th anniversary and to honor the legacy of the nation’s early defenders, this policy proposes to provide every eligible adult citizen with a foundational set of firearms and training as part of a national initiative for personal security, in-state security, and national defense readiness.

Policy Objectives

  1. To Enhance National Security: By ensuring responsible firearm ownership and education, this initiative aims to create a well-prepared citizenry that can aid in national and local defense if necessary.

  2. To Strengthen Individual Security: Empowering citizens with the resources and training to protect themselves, their families, and their communities.

  3. To Honor American Heritage: Recognizing the contributions of the nation’s early farmers and frontiersmen in defending their communities against foreign threats, symbolizing the defense of freedom and individual rights.

  4. To Educate and Promote Responsible Firearm Use: Providing comprehensive training in schools and incentivizing additional training in communities to encourage responsible, safe firearm handling.

Policy Details

  1. Provision of Firearms
    Every U.S. citizen aged 18 or older will be eligible to receive:

Two handguns (one required to be a 10mm, with the second chosen by the recipient)

One 12-gauge shotgun

One .308 rifle

One .375 rifle

One .22 rifle

Two additional rifles of the recipient’s choice

Each firearm will be accompanied by 50,000 rounds of ammunition to ensure readiness and practice opportunities.

  1. Mandatory Firearms Education in Public Schools
    To ensure a responsible and educated citizenry, a full-semester course in firearms education will be integrated into public high school curricula as a graduation requirement. This course will cover:

Basic Firearm Safety and Handling: Teaching the fundamentals of safe handling, storage, and maintenance of firearms.

Historical Context of Firearms: Examining the role of firearms in American history, including the Second Amendment and the militia’s role in defending against foreign threats.

Constitutional Rights and Responsibilities: A course on the Constitution focusing on the right to bear arms and the responsibilities of gun ownership.

  1. Community Training Programs
    To further support responsible gun ownership and training in local communities:

Incentives for Nonprofits: The government will provide incentives for churches and other nonprofit organizations to offer firearms training to the public at no cost. Training programs will focus on safety, defensive skills, and respectful usage in line with community values.

Optional Advanced Training: Additional courses can be made available for those seeking advanced skills, potentially leading to certification for volunteer local security support roles.

Implementation and Oversight

  1. Federal Coordination and Distribution: The Department of Homeland Security (DHS) and the Department of Defense (DoD) will collaborate on the logistics of firearms distribution, ensuring fair and equitable access for all citizens.
