Maybe it’s the way my brain works but I am not seeing an appropriate “Category” for comments on the way our government is organized. For example, how many personnel, police, accounting, legal, communications (press), computing, housekeeping, etc. departments are there with individual policies, procedures, organizations, etc.? I thought OMB was supposed to provide “management” and “budget” functions for the government. Who provides all the “Policies and Procedures” for all of these “office” functions? Seems like it could be rife with duplication and redundancy.
