Native Americans are not allowed to dig, build, or use their reservation land without permission from the government, which can take years and end in refusal.
Let them be free to build as they wish as the rest of us are.

Yes! Give them the freedom to choose whether they want to be an actual Sovereign Nation (not Fed land), a Territory, continue as a part of the US, or something different. Help them set themselves up for success, assisting with the self governing they want to have. They can choose dual citizenship, or their unique variation, etc.
