FEMA Should solely act as a supporting federal agency to Local Agencies in effected areas.

In areas that have operating local law enforcement & first responder agencies that are already helping their communities after a major disaster, FEMA resources (people, supplies, technology, etc) should only act as a supporting agency that is subjected to the direction of the local agencies already in charge.

The local agencies, if able to continue efforts to serve their people, are the best source of knowledge for impacted communities in regards to what they need, where they need it, and how much.
