Establishment of a Dedicated Agency for Investigating Soldier Deaths on Military Bases

Executive Summary
This proposal advocates for the creation of a separate agency tasked with investigating the deaths of American soldiers that occur on military bases. The aim is to ensure transparency, accountability, and thorough investigations that respect the lives of service members and their families. This agency would operate independently of the military command structure to eliminate potential conflicts of interest and enhance public trust in the investigative process.

Background
Currently, the investigation of soldier deaths on military bases is often conducted by military authorities, which can lead to concerns about impartiality and transparency. High-profile incidents have highlighted the need for an independent body to handle such investigations, ensuring that all cases are treated with the seriousness they deserve and that families receive clear and accurate information.

Objectives

  1. Independence: Create an independent agency that operates outside the military hierarchy to investigate soldier deaths on military installations.
  2. Transparency: Ensure that investigations are conducted in an open manner, providing families and the public with timely updates and findings.
  3. Accountability: Hold responsible parties accountable for any negligence or misconduct that may contribute to the death of a soldier.
  4. Support for Families: Provide support and resources to the families of deceased soldiers throughout the investigation process.

Proposed Structure

  • Agency Name: The Military Investigation Agency (MIA)
  • Leadership: The agency would be led by a Director with extensive experience in law enforcement and investigative processes, preferably with a background in military affairs.
  • Staffing: The agency would employ trained investigators, forensic experts, and legal advisors who specialize in military and civilian law.
  • Oversight Board: An independent oversight board composed of military veterans, legal experts, and family representatives to ensure the agency’s integrity and effectiveness.

Key Functions

  1. Conduct Investigations: Investigate all soldier deaths on military bases, including accidents, suicides, and suspicious circumstances.
  2. Collaboration: Work closely with local law enforcement agencies, medical examiners, and military officials to gather evidence and information.
  3. Reporting: Prepare comprehensive reports of findings, including recommendations for policy changes or preventive measures.
  4. Family Liaison: Designate family liaisons outside of the Military and with the Agency to assist families during investigations, providing updates and support.

Budget Considerations
An initial budget will be required for staffing, training, equipment, and operational costs. Funding could be sought through congressional appropriations, reallocating existing defense budgets, or through grants aimed at improving military welfare.

Conclusion
The establishment of the Military Investigation Agency is a crucial step toward ensuring that the deaths of American soldiers on military bases are investigated with the utmost integrity and transparency. This agency will provide a necessary layer of oversight, reassure families, and uphold the values of accountability and justice within the military community. By prioritizing the welfare and dignity of service members, we honor their sacrifice and commitment to our nation.

Call to Action
We urge policymakers, military leaders, and stakeholders to support this proposal and work collaboratively to implement the Military Investigation Agency for the benefit of our service members and their families.

Policy Proposal Subject: FORT JACKSON

SFC JAIME CONTRERAS
Evidence concluded by CID and Ft. Jackson officials showed leadership failure, offending actions by military personnel and a private citizen that led to SFC Contreras’ death, unlawful behavior towards family during their investigation, and the Casualty Affairs Office refusing services to family. Yet no one was held accountable, charged or disciplined for their role in SFC Jaime Contreras’ death.

Subsequently, more suspicious deaths occurred at Ft. Jackson and again, family was treated poorly and no one was charged or disciplined.
