Change the Feres Doctrine to protect those that get raped or sexually assaulted while in uniform. The current policy is that rape is a “hazard of duty” or “incident to service”. There is currently a slush fund to pay off victims of politicians yet our service members have no path of justice afforded for them due to the limitations of the Feres Doctrine. Survivors of sexual assault should receive both retirement and veterans benefits to allow them the time to seek medical and mental resources needed to recover if the assault was detrimental to their career. They didn’t choose to get raped and should not have to live a life in poverty/mental anguish due to the inability of the government to acknowledge the epidemic of sexual assault and rape within the service branches.
Allow survivors of rape within the military an ability to sue or hire outside lawyers to sue those that were responsible for their rape/sexual assault.
Hire those that have been whistleblowers and allow them the ability to review every transcript and incident that has occurred and be able to reach out to the survivors with appropriate resources and legal counsel to make whatever decision they need to make. Make this an option when they leave service or at the time of their reporting.
Require all sexual offenders in the military to register in a national database and have a team that follows all sex offenders released from the military to ensure that they follow the guidelines set forth for the crime committed.
Audit and review all current SARC policies within all the branches and allow a forum for anonymous reporting for these cases specifically.
