When an employer provides a severance in a lump sum it is taxed at 22%. This is astronomical and a determent to those on unemployment. Every penny counts when a person is being let go. This tax law is a money grab for the government and nothing else. Not only does it hurt the overall economy but the individuals not knowing when their next paycheck will be.
I would like to propose that all severance payments no matter if they are lump sum or paid out in monthly payment are taxed at the individuals normal federal and state withholdings.
