Electoral College Reform

Currently the number of electoral votes are determined by the number of people in this country during the census. This probably contributed to the influx of illegal immigrants into the country. The number of allotted electoral votes should be based on the number of registered voters (regardless of party affiliation). This would incent people who care about this country to register. Anyone who does not make the effort to register should not have any say in the matter. This would avoid inflating representation in the Senate and House by merely dumping bodies into strategic districts (states, counties, cities). Voters should have to vote at least once every four years to stay on the roll or have to re-register.
