Earmark and Budget Accountability and Public Access

A law that requires at least 3 members of a legislative body sign off personally and made publicly available every earmark and section of legislation. Too often onerous budgetary earmarks or amendments to proposed legislation are added in backroom deliberations with no record of the offending party. It is sold to the people as the cost of collaborative legislation and has contributed to a large portion of the worst parts of our budget and other legislation. If an elected official wants an earmark they should be brave enough to put their name on it for the people they represent. It ensures that the people get the representation they desire. I suspect many of the most egregious things added to bills currently would be prevented by this.
