College cost policy

Federal policy that universities can only charge up to a certain %/credit hour, of what the graduate is expected to earn in their first year in that field. Stop letting universities charge whatever they want. Also any student who took grants from the Government but didn’t graduate, make them pay the grant back they wasted.
