Bring back Mental Health institutions

There are people that need to be instatutionalized. They should not be out on the street, they should not be in public schools or left to those unequipped to deal with. They need to be in professional care with safeguards and protections. Our streets are filled with people who need serious help. Some who are harmful to themselves and others.
