Suggest a Border “watch” group, with oversight from border patrol to be deputized to do so and deter unlawful entry via rubber bullets, etc. The “people” could volunteer time and shifts to watch sections known to be infiltrated due to understaffed agents. Maybe even lethal force would be used as it is in other countries to deter unlawful entry. We also need to bomb existing tunnels to keep the cartel having to create more. Tunnel bombs are quicker to implement than the time it takes to build more tunnels, thus eventually bombed tunnels would be ahead of building new one.

I agree with you partially. There is no reason that things like paint ball guns, rubber bullets or beebees couldn’t be used. They are all deterants and non-lethal. Yes, there should be oversight. The lethal methods used by other countries, is bad at first and sends a permenant message.
