These accounts will be held by the Treasury Department, and funds may be withdrawn only for the explicit purpose of the designated program, project, or entitlement.
Each quarter, a detailed and transparent report on the use of these tax funds must be made available to the citizens of the United States. Tax funds allocated for national security will be marked as “NS.” While the specific details of these programs, projects, or entitlements may remain classified, the general expenditures must still be disclosed.
