Tougher laws for animal abusers and neglect. Proper shelter, food and water. More funding for facilities such as shelters and spay and neuter clinic. Aid for facilities that care for neglected, abused , and abandoned animals. Investigations into puppy mill operations and shut them down and prosecute. Do not allow to own animals again.
