In an effort to reduce the amount of school shooting in America, institute a quarterly scantron test for students to take. Monitor the answers over the course of the year to identify any students who are victims of bullying or may exhibit the tendencies of a school shooter. When a student is identified, the parents are notified and the student will meet with a mental health provider. School violence is a mental health problem. Not a gun problem.
