Workfare not welfare

The total value of welfare programs that an individual receives should not exceed minimum wage. Otherwise, there’s a stronger incentive to be idle than there is to have a job. Furthermore, if on public benefits – it’s workfare. Meaning, the individual must do menial labor such as picking up trash, painting over graffiti, cleaning public bathrooms at the city park, etc. These are all activities that have social value, but aren’t profitable for an employer. Make being on welfare unpleasant and a true last resort.
