Here in Central Texas, for example, the water table is dangerously low. But the problem is not draught. There is plenty of rain, only, the soil has so much clay that most of the water becomes run-off and goes into the Coilorado River and out to sea. I propose a solution where-by we create water-capture systems, such as digging gulches and holes in key spots where the rain-water tends to run. This is not a proposal to fill cisterns, but rather an infrastructure project where we dig into the ground and create water capture systems that can also allow the water to slowly seap into the ground.
