Many states and counties have outlawed collecting rainwater for watering crops or filtering for drinking water. State and federal officials should not be able to control the public’s access to water. Lifting these restrictions would allow Americans to live green more easily, be less dependent on public water supplies and allow the spread of farm lands in less accessible areas. This simple bill could put farms in people’s back yards again, and make America a surplus export economy in areas of agriculture.
