Explanation & Justification

I believe #1 (17524) should be the parent proposal. The federal government cannot reverse a state-approved mandate (e.g., CA’s electric vehicle mandate) but can eliminate the authority that the federal government previously gave California to enact such a mandate. #1 gets at the root cause of the California mandate. Pus it’s broader in that it also covers other extreme vehicle emissions standards that California has enacted and which have or will spread across the country to other states.
