For those deemed fit for work by a physician: in order to receive your unemployment, welfare, or other assistance program payment, (or extend unemployment / other assistance program for those actively participating), the department would determine a total weekly hour requirement for public service like park maintenance, highway cleanup, and other beautification projects.
The committee could hire supervisors responsible for pickup and transportation along with project management to ensure projects were completed and the hour requirements met by each participant.
Not only does this improve the cleanliness of our towns and cities, but it also helps with the mental health of the participants in having the pride of completing work and having responsibility.
