Establishment and Mandate
The commission would be established by an act of Congress, with bipartisan support and oversight. Its mandate would be to investigate and document illegal or treasonous activities within the U.S. government, its agencies, contractors, and related organizations over a specified period of time.
Structure and Powers
- The commission would be independent, with members appointed by Congress and the President to ensure impartiality.
- It would have subpoena powers to compel testimony and document production.
- The ability to offer plea bargains or recommend sentence commutations in exchange for full disclosure of information.
Scope of Investigation
