The Periodic Review and Renewal Act

Purpose:

  1. Accountability: To enhance legislative accountability by requiring periodic justification for the continuation of laws, ensuring that each piece of legislation serves the public interest as times change.

  2. Adaptability: To allow legislation to evolve with societal, technological, and economic changes, thereby keeping the legal system agile and pertinent.

  3. Efficiency: To clean the legislative books of redundant, obsolete, or ineffective laws, reducing bureaucracy and potential legal clutter.

  4. Public Engagement: To foster greater public and legislative engagement with the law-making process, as regular reviews will necessitate discussion and debate.

Key Provisions:

  • Sunset Clause: Every new legislative act shall include a sunset clause set for 10 years from the date of enactment. Existing laws will be retrofitted with similar clauses, staggered over a period to manage workload, with initial reviews occurring every two years.

  • Review Process: Before the sunset date, a comprehensive review must be conducted by a bipartisan committee to evaluate the law’s effectiveness, unintended consequences, and continued relevance.

  • Renewal Vote: Following the review, a vote must be held in the legislative body. If the law is not affirmatively renewed by a majority vote, it will automatically expire.
