Great idea. I believe illegals can already turn themselves in (without repercussions? Not sure). But the ban for life without a turn in is an EXTREMELY important element - a necessary addition. Great idea!

let them self deport
I had this same idea, you beat me to it!
Offer a reward to self-deport, that reward being the ability to apply to enter the country legally without prejudice, as long as they were otherwise “behaved” while they were in the US. Give say 90 days to register, another 90 days to verify departure. After that, whoever is still here illegally gets forcefully deported with no opportunity to legally reenter.
