A running total will let government know where we, as citizens of the USA who work hard for our money before the government takes it from us, do Not want them to spend our money.
Sometimes government will overrule majority because they know more than us about nuances and such that sometimes require we hold our nose and spend where we don’t want to spend but
They’d have to curtail such as expediently as possible.
