Sunset Provisions on Every Law

Every new law must have a 10 year (or whatever) expiration date. If it’s a good law, then it’ll quickly get reenacted. Laws can be revoted on starting 90 days before they’re due to expire so there isn’t any gap.

There has to be an automatic cleanup of bad regulations, like the trash bin on a computer. Otherwise, the laws will build up until everything’s illegal.

Texas already has a sunset law that would be an excellent model for the Federal level -

  • The legislation that creates an agency must declare a 12 year sunset.
  • As the 12 year mark approaches the agency must perform a self-evaluation and submit it to the sunset commission.
  • The public can also provide input to the sunset commission.
  • The sunset commission then provides a recommendation to the legislature on retention of the agency, and propose what changes should be made.
  • The legislature (which only meets for 90 days every 2 years) must then re-authorize the agency, incorporating any changes, for another 12 years.
  • Agencies that are not re-authorized begin a 2-year sunset, winding down their activities.
