Subject: Proposal for Establishing a Federally Vetted Law Enforcement Support Program

We have “illegal immigrants” in this country, and many of them would like to become citizens to earn social security for their hard work.

Why don’t we give them a way in?

–ALL PAPERWORK WHETHER OR NOT IN THIS PROGRAM MUST BE PROCESSED FAIRLY AND IN A TIMELY MANNER–

Immigrants may serve this new branch from the Department of Defense to speed up their citizenship process.

Subject: Proposal for Establishing a Federally Vetted Law Enforcement Support Program

I respectfully submit this suggestion to the Department of Defense and to our fellow citizens for consideration. This proposal aims to create a specialized branch of federally vetted individuals who, upon selection, would be trained to assist existing law enforcement agencies in apprehending individuals involved in serious federal crimes.

Program Overview and Standards

To ensure integrity, fairness, and respect for the rule of law, I propose that all personnel selected for this new branch adhere to the same rules, regulations, and ethical standards that govern existing federal employees, including but not limited to:

DoD Standards of Conduct (DoD Directive 5500.07): This directive outlines specific ethical standards for DoD employees, including avoiding conflicts of interest, maintaining impartiality in official matters, and managing personal conduct in a way that upholds the Department’s integrity.

Uniform Code of Military Justice (UCMJ): Although the UCMJ primarily governs active-duty military members, some parts may also apply to civilian employees in the DoD under certain conditions, especially when they’re deployed in combat zones. This code includes standards on lawful conduct, respect for authority, and maintaining discipline.

Department of Defense Information Security Program (DoD 5200.1-R): This regulation addresses the handling, protection, and sharing of classified information. DoD employees must comply with strict guidelines for safeguarding sensitive and classified information to prevent unauthorized disclosure.

DoD Cyber Awareness and Security Requirements: All DoD employees must complete annual cybersecurity and information assurance training to prevent cyber threats. They’re required to follow strict guidelines on network security, phishing, malware prevention, and the use of DoD information systems.

Financial Disclosure and Anti-Corruption Requirements: Many DoD employees, especially those in positions of significant authority, are required to submit financial disclosures to identify and avoid potential conflicts of interest.

Workplace Safety and Security Standards (OSHA and DoD Safety Directives): The DoD has specific workplace safety guidelines, including those related to hazardous materials, safe equipment use, and physical security, ensuring compliance with Occupational Safety and Health Administration (OSHA) standards as well as DoD-specific directives.

Physical Fitness and Medical Readiness Standards (for Specific Roles): Civilian personnel in certain roles, especially those deploying in field or combat support roles, may be subject to physical fitness and medical readiness standards similar to those applied to military members.

Restrictions on Personal Conduct Off-Duty (DoD Instruction 1334.01): This instruction applies particularly to sensitive roles and includes guidance on off-duty behavior to avoid compromising the Department’s mission or reputation.

Anti-Discrimination and Equal Employment Opportunity (EEO) Compliance (DoD Directive 1440.1): DoD personnel must follow specific policies to ensure an inclusive and discrimination-free workplace, complying with EEO regulations and reporting obligations.

Prohibition Against Unauthorized Public Communication: Employees are generally restricted from making public statements about their work or the DoD without authorization, which includes compliance with DoD media policies.

All recruits for this program will undergo a rigorous vetting process both prior to employment and throughout their service. Upon employment, they will be trained and deployed alongside U.S. Marshals, State Troopers, or other federal agencies as needed based on the population and crime levels in the region.

Scope of Duties and Evaluation

The main objective for members of this branch will be the apprehension of fugitives, individuals charged with serious federal offenses, and individuals posing significant public safety risks. It will be mandatory for all program members to:

Use only the minimum force necessary to safely apprehend targets, deploying excessive force solely in cases of imminent danger.
Capture and detain individuals humanely, striving to bring them into custody alive when possible.
Performance will be evaluated based on humane and ethical completion of tasks, which will also contribute points towards a formal review. Accumulated points will enhance members’ eligibility for U.S. citizenship.

Pathway to Citizenship and Confidentiality Requirements

Prior to entering service, all members of this branch, along with anyone who works with or exists alongside them, will be required to sign a comprehensive Non-Disclosure Agreement (NDA). This NDA will remain in effect for as long as the branch exists and has active personnel. Breaching this agreement, either during or after employment, will be treated as an act of treason and prosecuted to the fullest extent of the law.

Upon completion of a 2-4 year service contract, members may choose to continue in this role and will be eligible to swear in as U.S. citizens if they so desire.

Conclusion

This initiative not only supports law enforcement efforts but also offers a lawful path for committed individuals to earn citizenship through dedicated service. By ensuring rigorous vetting, high ethical standards, and a focus on humane enforcement, this program can contribute to safer communities while respecting our core values as a nation.

Thank you for considering this proposal. I am confident that, if implemented, this program could serve as a valuable asset to our nation and enhance our collective efforts in maintaining justice and public safety.

Respectfully,

Alejandro Jaimes
