Yes, given our seemingly perpetual state of war, we do need a lot of oil to keep the military industrial complex fed; however, we might consider legitimate national emergiences as well, where our nation might be adversely impacted by refusing to tap into our reserves. Maybe we can have stipulations in place that the Emergency Use Authorization can be given to tap into our oil reserves during [stated emergency], yet this emergency must have a definitive end date (another reauth could be used for an extention specific to that emergency, if needed) and also a plan submitted and followed that replenishes the supply ASAP, even at the expense of higher prices at the pump, to ensure we stay “topped off” in case of another emergency. After all, we probably need to get away from constant wars and foreign entanglements, so the oil shouldn’t just sit there unavailable to us if we (tongue in cheek) enter into a 1000 unicorn years of peace and rainbows, right?
