I believe that we the people should decide if Congress gets a pay raise. I can not give myself a pay raise at my job if I do my job or not why should they? They work for the people so the people decide if they deserve a raise or not. They are already making a ton of money on stocks, that i believe is insider trading, I propose a base salary for every congressman and if they do a good job a 2% pay increase just like the normal working class, but if they do a terrible job no pay increase.

COLA, determined by inflation annually. Congress members receive lifetime Federal benefits for being elected to a seat. Congress increases, pay/ benefits, should Only receive a raise by COLA determination, a system already in place. As all Social Security recipients receive lifetime benefits. Entry level, Congress members, pay/benefit should be set at a starting rate determined by the State elected from.
As I’ve mentioned in another comment. They pay should be based on where they represent. For example if the seat is representing an area where the median household income is 80k. Then clearly the congress person holding that seat. Should not make more than 80k. There’s no reason for someone who represents an area of say 60k to make 140k. They would then be forced to focus on their representative areas for true progress and prosperity.
