Like Iraq. I think Alaska does as well. It occurs to me that they consider what comes out of the land belongs to its people. While considering this I thought it might keep the oil companies from making obscene profits which they then use to influence govt and regulations. Obviously there is a balance and has to conform to existing land laws but I think it’s a good idea once we have only citizens or lawful residents in the country.
