I agree encouraging small farms sounds good. But how would the government encourage farms?
I have trouble selling things from my small farms because of excessive regulation. I just give everything away. Then I have to work and don’t have much time to grow.

Mostly just for the purpose of growing your own food and sharing with neighbors

Unfortunately, many HOA’s or other community governing agencies restrict this ability. It should be allowed anywhere.
