Size of the Federal Government: Dollars & Staffing

There needs to be a size restriction on not only the money spent by the Federal Government but also the number of people its uses as employees and staff. It should be tied to the population and GDP of the country from the prior year. As an example: The government, except in times of declared war, should never exceed a certain maximum percentage. If the country has 350M people the government should be kept at, or below .002% of the population or 750,000 people or some other decided rate that is functional. And these caps should include employees and contract hires so there is no work around.
