We need a Constitutional amendment to provide the same term and system for the House of Representatives that exists for the Senate. Senators have a 6 year term, and 1/3 of the Senators get re-elected every 2 years. A great system! Otherwise, congressmen/women spend one year working and the next year campaigning.
I like the idea a lot but think four years is a better option. The two-year term forces Representatives to operate in a constant state of fund raising and campaigning, which undermines their ability to take even a medium-term view, much less a long-term view. But a shorter cycle also makes them responsive to their constituents.
To preserve some of the legislative vibrancy of two-year terms, we could set up the elections such that even numbered districts vote in one cycle and odd numbered districts two years later (repeating thereafter). Presidents would still need to manage to mid-term election forces.
