Restrict All Public Housing Authorities, Municipalities,County and State angencies from entering into Project Labor Agreements and/or funding of projects from labor organization from entites funding comes from the federal government. Also restrict these these agencies from entering into contracts with entites with Collective Bargaining Agreements. This practice causes barriers, lockouts and hinders Low-Income Section 3 business and Disadvantage Business Enterprise business owners from accessing contracts(Professional Services and Construction) and growing capacity. It also hinders those businesses from hiring and implementing on the job training for Low Income Section 3 residents because of the close relationship with the DOL and the labor organizations.
