Prosecute all doctors performing any medical procedure on children without parental consent. Any doctor/ or parent performing a sex change operation on a minor should be facing child abuse charges. Any doctor performing abortions in the second or third trimester (unless for medical emergency, clearly define what qualifies as medical emergency in the policy) should be facing manslaughter charges.
