Restructure Medicaid for two populations, those who cannot afford healthcare for legitimate reasons and the 25% of the population in private insurance consuming the most services and care who are not old enough for Medicare
This is a very rich country and we have plenty of revenue (after cleaned up fraud) to provide health care to those in need so that they are not driving up the prices for everyone.
They would have no right to litigate medical malpractice while receiving Medicare funded care.
Doctors who take Medicaid would be eligible for reductions in malpractice insurance.
