Require that all representatives of the house and the senate be present AND actually vote on ALL bills presented. Unless there’s a medical emergency or family emergency but also provide away for the representative to vote even if they can’t be physically present. Institute a financial penalty for a representative not voting on an issue. Increase penalty for each additional vote not submitted. If the representative misses or refuses to vote in x number of votes then they should be ineligible to run for that office next term.
