Non citizens should absolutely NOT be included in numbers to apportion congressional representation but we need to count to know how many there are for deportation

Further, it should break it down to citizen, legal resident, and illegal resident.
There should also be a partial audit (respondents asked to show documented status) to measure potential inaccuracy of the counts.
Not only citizens should be used to calculate Electoral college representatives, but government aid should be based on legal citizens. Not the amount of people reside in a state. That’s how states like California, New York get big bucks.
There should be completely separate census efforts between citizens and non-citizens. The citizen forms should be as secure as paper ballots – see the election integrity discussions. In short, ballots and census forms should exceed the security standards applied to our currency. Only properly registered voters should get census forms, and ALL citizens should be registered automatically.
To have to mark citizenship status on the census is a no-brainer. Doesn’t get marked, gets treated as non-citizen. Gets marked? Must be verfied registered voter. If not verified, counted as non-cotizen.
Unfortunately your method relies on people being honest. The whole point of sending census forms to non-citizens is to fraudulently apportion more house seats to blue states. My method ensure that’s not possible.
Absolutely agree with this. Congressional representation and electoral college votes should ONLY be based on actual US citizens.
An accurate number of US citizens is necessary for a proper apportionment of the legislative seats. Legal immigrants i.e Green card holders, SIV, and resident aliens, should not be counted for legislative seats until they become full US citizens. Illegal aliens, undocumented or what ever term you use should not be counted for seats or federal benefits.
