Replace Public Charging Infrastructure Subsidies

The current Public Charging Infrastructure Subsidies are paid out for installing hardware. This incentivizes using the cheapest hardware with no regard whatsoever for its longevity over time. As a result, our nations charging infrastructure is very unreliable. Many of the chargers are offline or derated to very low charging speeds. This is causing long waits at charging stations and in some cases, vehicles that must be towed to a working charger. This would never be tolerated at the nations gasoline and diesel fueling stations. The solution is to replace current subsidies from an installation payout model to a per Kw delivered model during a predetermined payout period. That would incentivize installing the highest quality hardware along with extensive monitoring and maintenance practices to maximize the total amount of subsidies that could be collected for each site. This would vastly improve our Public Charging Infrastructure because every minute a charger was offline or derated would be money lost for charge point providers.
