Allow those under 40 to opt out of social security.
Opting out removes your benefits upon retirement age. However, you still maintain the option to opt back in for any given year, but your benefits would be prorated as per the credits you earn.
The goal of this is to allow those under 40 to spend more, invest in themselves, invest in family, etc.
