Reorganize food subsidies and new Tax on processed foods

Disincentivize highly processed foods via tax dollars and earn revenue to support fresh food in food deserts (not desserts). Remove all food subsidies tied to highly processed foods (corn making high fructose corn syrup, soy in soybean oil, etc.). Reallocate funds to organic farming.
